Buletin Ilmiah Nagari Membangun is committed to maintaining high standards of integrity, transparency, accountability, and ethical conduct throughout the scholarly publishing process. The journal publishes scholarly contributions concerning community service, community empowerment, knowledge transfer, and the application of science, technology, and innovation to address community needs.

The journal's publication ethics policies have been developed with reference to the Committee on Publication Ethics (COPE) Core Practices and the Principles of Transparency and Best Practice in Scholarly Publishing.

These policies apply to authors, reviewers, editors, editorial board members, and other parties involved in the journal's publication process. They are intended to safeguard the scholarly record, promote responsible publishing practices, and protect the rights and interests of researchers, community participants, and other stakeholders.

1. Allegations of Misconduct

Buletin Ilmiah Nagari Membangun takes allegations of research and publication misconduct seriously, whether they arise before or after publication.

Potential misconduct includes plagiarism, fabrication or falsification of data, duplicate publication, inappropriate authorship, manipulation of the peer-review process, misleading reporting, and violations of research or community engagement ethics.

The journal is committed to assessing credible allegations fairly, maintaining appropriate confidentiality, allowing relevant parties to respond, and taking proportionate editorial action.

Allegations submitted by whistleblowers will be considered, including those submitted anonymously when sufficient information is available.

2. Authorship and Contributorship

All individuals identified as authors must have made substantial scholarly contributions to the manuscript and must accept responsibility for their contributions.

Authorship should accurately reflect participation in the design, implementation, analysis, interpretation, and reporting of scholarly or community engagement activities.

Individuals who contribute to a project without meeting the journal's authorship criteria should be acknowledged appropriately, subject to their consent.

Guest, gift, honorary, and ghost authorship are unacceptable.

Authorship disputes and requests to change the author list will be evaluated according to documented contributions, author agreement, and relevant publication ethics guidance.

3. Complaints and Appeals

The journal provides a mechanism for submitting complaints concerning editorial procedures, publication decisions, ethical concerns, and the conduct of editors, reviewers, or other individuals involved in publication.

Authors may appeal editorial decisions when they can provide substantive grounds for reconsideration.

Complaints and appeals will be assessed fairly, confidentially where appropriate, and independently of individuals who have relevant conflicts of interest.

An appeal does not automatically guarantee reconsideration or acceptance of a manuscript.

4. Conflicts of Interest / Competing Interests

Authors, reviewers, editors, and other individuals involved in the publication process must disclose relationships or interests that could influence, or reasonably appear to influence, their professional judgment.

Conflicts of interest may be financial, institutional, professional, academic, or personal.

For community engagement publications, relevant interests may also include relationships with project sponsors, government agencies, community organizations, commercial partners, or institutions benefiting from the reported activities.

Editors are responsible for managing disclosed conflicts to preserve independent and impartial editorial decisions.

5. Data and Reproducibility

The journal promotes transparent, accurate, and responsible reporting of scholarly findings and community engagement outcomes.

Authors should provide sufficient methodological information to enable readers to understand the objectives, implementation procedures, evaluation methods, and reported results of their activities.

Where appropriate, authors should explain the availability of supporting data and materials.

Data sharing must respect participant consent, privacy, confidentiality, community interests, intellectual property rights, and applicable legal or institutional requirements.

Authors must not fabricate, falsify, selectively manipulate, or misrepresent evidence of community engagement outcomes.

6. Ethical Oversight

Buletin Ilmiah Nagari Membangun recognizes that community engagement activities may involve individuals, local communities, vulnerable populations, traditional knowledge, and sensitive personal or institutional information.

Authors are responsible for ensuring that their activities comply with applicable ethical, legal, institutional, and professional requirements.

Where relevant, authors must obtain informed consent, institutional or ethics committee approval, community authorization, or other appropriate permissions.

Special consideration must be given to the dignity, safety, privacy, autonomy, and welfare of community participants.

Photographs, personal information, interviews, and identifiable community records must not be published without an appropriate ethical and legal basis.

Authors must also respect local customs, cultural heritage, and community knowledge.

7. Intellectual Property

The journal respects intellectual property rights and requires authors to submit original scholarly work.

Authors must properly acknowledge and cite sources, obtain necessary permissions for copyrighted materials, and comply with the journal's copyright and licensing requirements.

Plagiarism, unauthorized reproduction, redundant publication, and misleading reuse of previously published material are prohibited.

The journal's copyright ownership, publishing license, permitted reuse, and preprint conditions are governed by its separately published policies.

8. Journal Management

Buletin Ilmiah Nagari Membangun is published by Lembaga Penelitian dan Pengabdian kepada Masyarakat (LPPM), Universitas Andalas, Indonesia.

The journal is responsible for maintaining transparent editorial procedures, clearly defined editorial responsibilities, accessible author guidance, and appropriate mechanisms for managing publication ethics concerns.

Editorial decisions must be based on scholarly merit, methodological quality, relevance to the journal's scope, ethical compliance, and the contribution of the manuscript to knowledge and community practice.
